Sto. Tomas oil refinery operating sans certificate

STO. TOMAS — An oil refinery here has been operating without an Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR).
Despite the absence of an ECC, however, the Municipal Government has given the refinery 10 days to operate, upon notice from the local chief executive.
“We have agreed to give the company a chance to operate so we can determine the source of the foul odor. But we still prioritize the health of our people,” Mayor Lito Naguit said in vernacular.
Naguit said earlier that the refinery cannot be closed immediately without observing due process because the Environmental Management Bureau (EMB) has already issued an ECC.
However, Rey Garcia, EMB environment officer, clarified Friday that the oil refinery does not have an approved ECC but has a pending application.
With this, Garcia said the DENR will issue a notice of violation to the embattled refinery, pointing out that the company could be held liable for operating despite the absence of an ECC.
“They will be fined … P50,000,” one of the complainants, who asked not to be named, said.
The Municipal Government, meanwhile, agreed to give the refinery a chance to prove whether or not its facility is the source of foul odor and toxic waste as complained by the residents.
Nathaniel Canlas, representative of the oil refinery, said they are willing to cooperate with the monitoring team and local government unit to ensure the safety of the residents in the concerned communities.
However, Canlas admitted that as early as February last year, their oil refinery has suffered an industrial accident, causing the leakage of an estimated 10,000 to 12,000 liters of bunker oil. This allegedly also triggered the foul odor.
The accident has led to the temporary stoppage of its operation for six months, resuming only in September last year.
It can be recalled that residents from Sitio Balangcas in Barangay San Matias in this town urged local officials on Thursday to close down the oil recycling facility, which allegedly causes respiratory problems due to the heavy black smoke and foul odor it emits. (Herbert P. Mapiles)
