Weighing scales seen to curb overloading

CITY OF SAN FERNANDO — Officials and members of the Pampanga Truck Owners Association (PTOA) said over the weekend that overloading by quarry trucks and other heavy haulers can be solved with the use of weighing scales.
“It is [weighing] the only method to determine if a truck is overloaded or not. It cannot be determined by volume. The law clearly stipulates that loads could really be determined by weight and not by volume,” PTOA president Arnold Liwanag said.
He added materials have different densities which can be seen in the matrix of maximum gross weight. “To determine a truck’s load, it really must be weighed,” he said.
Liwanag said the Provincial Government’s portable weighing scales are efficient and could be transported easily to areas and “alternative” routes trucks might take to avoid weighing.
“Portable weighing scales are easy to transport from identified strategic areas and alternative routes that trucks use to avoid being penalized for overloading. That’s the advantage of it than the weigh bridge which is more expensive but actually just does the same thing,” Liwanag said.
One Ticket
The PTOA said the portable weighing scales would provide just one ticket/print-out for the trucks to pass through checkpoints and other weighing stations.
“Weighing should be done ideally from the quarry site because from there, it could be determined if the truck is overloaded. Then the load could be reduced and the trucker saved from penalties. Then that digital print out serves as a ticket, saving us from any more charges or penalties as we pass through the North Luzon Expressway or South Luzon Expressway,” Liwanag added.
Another PTOA official Raf Patio said that with the portable weighing scale, it only takes about two to three minutes to weigh a truck contrary to claims that longer time is needed, thereby delaying a hauler’s trip.
“In the actual test that was done, it showed a rate of one minute per axle. So for a three axle truck, it was three minutes and six minutes for a six axle truck,” he said.
No Exemption
Meanwhile, Raul Aquino, another official of PTAO, said an ordinance must accompany the weighing procedures, with a “no exemption clause.”
But Aquino stressed: “To avoid overloading, all trucks coming in and out of Pampanga must be weighed. It must be all commercial trucks and not only Pampanga truckers. Weighing should be 24 hours a day year round, consistent at hindi lang ningas cogon.”
He added that with the use of weighing scales, prices in Manila would normalize and competition would be “leveled” and corrected with fair volume, aside from eventually saving roads from damages.
More Savings
PTOA officials disclosed that with weighing scales finally being put in place by the Provincial Government, truckers are looking at more savings, profits and greater efficiency of industry players.
The PTOA officials said that with anti-overloading solved by the weighing scales, we could save a lot on maintenance, charges and even penalties as well as passage fees.
Last Tuesday, loaded trucks in Floridablanca were weighed, through the supervision of Provincial Administrator Andres Pangilinan Jr. and the Provincial Environment and Natural Resources Office led by Engr. Art Punzalan.
The tests yielded by the first portable weighing scale — worth some P800,000 — showed that 90 percent to 95 percent of trucks plying Pampanga are overloaded. (Jovi T. De Leon)
