What’s on Edpam’s Plate?

THIS may not be about literal food unlike what I wrote a few weeks ago after observing what was on Apung Tarzan’s plate.
In that lunch, media colleagues and myself have seen how Congressman Carmelo Lazatin savored rich foods like a growing boy. He feasted on litson, kare-kare, tocino and chicharon. He was far from dieting. Unlike the previous months too, he also walked unassisted inside the mall.
That is what I observed and I think I will also have to write about my observations on Mayor Edgardo Pamintuan who will be rivaled by Apung Tarzan for the mayoral seat next year.
On interpretations of some readers, that article made the good old man look ready for the grind, for the rigors of the campaign, for the war. The ongoing media tussle and propaganda war seems to prove that.
For some reasons, it’s just too bad that I have not gone to lunch with the mayor lately (or to his regular breakfast and media fellowship).
Thus, my inability to say if his appetite is as good as his nemesis now. But I could observe him from afar. Newspaper reports about what Edpam is doing elevate his kind of leadership. They poke. They beckon people to decide.
Angeleños may feel the elephant in the room. There is no denying the obvious.
So, what do I think is on his plate then?
Well, aside from maybe eating rejoinders and defenses (for breakfast? lunch? dinner? desserts?) to Lazatin camp’s unceasing allegations, there must be and there is indeed something else on Edpam’s plate.
While there is no escaping some issues raised by Apung Tarzan which could be valid and may need to be clarified, there is no denying too that Edpam is piling up something else on his plate – recognition and awards.
That recent event by the Department of the Interior and Local Government (DILG) inside Clark is one platter that is making Edpam full.
Who would not? Angeles City emerged as one of those with most awards – six. Three Certificates of Recognition in Administrative Governance, Social Governance and Fundamentals of Good Governance.
There was also a Plaque of Recognition each under the Local Governance Performance Management System and Seal of Good Housekeeping. Angeles City is consistently in the top 10 (No. 6 to be exact) for the second straight year in the LGPMS rating for highly urbanized cities, besting even the cities of Makati, Mandaluyong, Zamboanga and Iloilo (in 2010) and Tacloban, Davao, Taguig and Quezon City (in 2011).
Not bad at all for a city of about 350,000 people and a P1.2-billion budget. Not bad at all for a two-year-old administration.
And to top it all, Angeles was accorded the Gawad Pamana ng Lahi Award which is most coveted by local government units in the country. In the DILG website, this award is a way to measure “accountability, transparency, and inclusivity in local administration and development.”
Given that premise, I think Angeles City now stands on firm ground. Its dealings, core processes, resources and fiscal management, and administration have been seen by DILG to be above board. Otherwise, it would not confer such award. The award was a personification of an approval of some sorts.
The conferment of recognition was first highlighted last year when the late Jesse Robredo was still the secretary of DILG. Of course we all know how the late secretary adhered to professionalism, competence, integrity in public service.
Giving away awards has had to go through his standards and stringent procedures. We all know how his advocacy for good governance made him well-loved. Recognitions based on a Robredo initiative more than refute an Ombudsman case being filed by a namesake of the late secretary.
Angeleños, therefore, must be elated in having their city selected as one of the elite LGUs in terms of performance. There are 134 cities, 84 provinces and more than a thousand municipalities in the country.
